เฮ้อ อ่านเจอข่าวน่าเศร้าอีกแล้ว

รัฐบาลนี้ถูกล้อว่าเป็นรัฐบาล OT ซึ่งถ้าเป็นฝรั่งก็คงเรียกว่า old timers = คนแก่ แต่ผมก็ยังตั้งความหวังไว้ว่า ความแก่นั้นไม่ได้หมายถึงการขาดวิสัยทัศน์

ยังลุ้นว่าคนแก่อาจมีสายตากว้างไกลก็ได้

แต่แล้วก็ผิดหวังเมื่อรัฐบาลซึ่งรู้ตัวดีว่ามีเวลาแค่ปีเดียว ดันไปเสียเวลากับเรื่องไม่เป็นเรื่องอย่างหวยบนดินเอย โฆษณาเหล้าเอย ทั้งๆ ที่เรื่องเหล่านี้ไม่ได้เร่งด่วนอะไรมากมายเมื่อเทียบกับการวางรากฐานสำหรับประชาธิปไตย การตรวจสอบการกระทำผิดโดยรัฐบาลชุดที่แล้ว หรือการแก้ปัญหาไฟใต้

เรื่องน่าเศร้าล่าสุดคือการที่รัฐบาลยกเลิกโครงการด้านการศึกษาที่ได้รับไฟเขียวในยุคทักษิณ โดยเฉพาะอย่างยิ่งโครงการ One Laptop per Child (OLPC)

เราต้องยอมรับว่าเด็กต่างจังหวัดขาดโอกาสที่จะได้รับการศึกษาที่มีคุณภาพเท่ากับเด็กกรุง เด็กต่างจังหวัดขาดแคลนทุกอย่าง ไม่ว่าครูที่เก่ง ตำรับตำรา อุปกรณ์การเรียนการสอน ช่องว่างนี้นับวันมีแต่จะกว้างขึ้นเรื่อยๆ

โครงการ OLPC เป็นวิธีที่จะลดช่องว่างนั้น เป็นทางลัดสู่ความเท่าเทียมด้านการศึกษา

เด็กที่มีคอมพิวเตอร์ประจำตัวจะสามารถเรียนรู้สารพัดวิชาด้วยตัวเอง แทนที่จะต้องท่องตามครูที่ไม่แตกฉานภาษาอังกฤษ ก็สามารถฝึกภาษาจากโปรแกรมที่ได้มาตรฐาน สามารถท่องอินเตอร์เน็ตหาความรู้สารพัดสาขา ส่วนครูเองก็จะสามารถพัฒนาทักษะของตัวเองได้ กระทรวงศึกษาก็จะสามารถผลิตตำราในรูปของซอฟท์แวร์ได้ ซึ่งค่าผลิตต่ำกว่าการผลิตตำราในรูปแบบหนังสืออย่างลิบลับ ค่ากระจายจำหน่ายก็ถูกแบบแทบไม่มีต้นทุน

ลองมาดูเหตุผลที่ท่านรัฐมนตรี วิจิตร ศรีสอ้าน อ้างในการยกเลิกโครงการนี้ซิครับ

''These projects are not urgent and not in my education reform plan. One thing I want to realise in the one-year time-frame is improving education quality for teachers and students,'' Mr Wijit said.

ท่านรัฐมนตรีครับ โลกสมัยนี้มันก้าวหน้าเร็วกว่ายุคของท่านเยอะนะครับ เด็กกรุงอาจจะมีคอมฯ ใช้คล่องมือ แต่ท่านจะไม่ให้โอกาสเด็กยากจนต่างจังหวัดบ้างหรือ ถ้าท่านเห็นว่าโครงการแพงไปก็ควรเสนอวิธีทำให้มันถูกลงสิครับ หรือว่าท่านต้องการให้มีช่องว่างระหว่างกรุงเทพฯ กับต่างจังหวัดตลอดไป ทำไมท่านถึงอยากตอกย้ำว่ารัฐบาลทักษิณเท่านั้นที่ห่วงใยคนต่างจังหวัด การมีคอมพิวเตอร์ใช้อย่างกว้างขวางเป็นการช่วยพัฒนาคุณภาพการศึกษาโดยตรงถ้าท่านใช้เป็น มันเป็นการหว่านเมล็ดสำหรับสังคมความรู้ในอนาคตครับ ได้โปรดเถอะ

He said the interim government's education policy does not put emphasis on material development.

ท่านแยกไม่ออกจริงๆ หรือครับว่าการพัฒนาวัตถุสามารถนำไปสู่การพัฒนาสมองและจิตใจได้ วัตถุเป็นเครื่องมือครับ ถ้าเด็กต่างจังหวัดทุกคนมีคอมพิวเตอร์ใช้ ท่านจะสามารถวางหลักสูตร กำหนดสื่อการสอนที่เป็นมาตรฐานทั่วประเทศได้ แทนที่จะต้องพึ่งความสามารถเฉพาะตัวของครูแต่ละคน หรือว่าท่านมีความมั่นใจว่าครูต่างจังหวัดมีความรู้ถึงขนาดจะอธิบายเกี่ยวกับเทคโนโลยีสมัยใหม่ วรรณกรรมโลก ต่างประเทศ ฯลฯ ได้ดีกว่าความรู้ที่หาได้ในอินเตอร์เน็ต ผมไม่ได้ดูถูกครูนะครับ แต่ท่านคงต้องยอมรับว่าส่วนใหญ่ครูสมัยนี้เป็นคนที่ตอนเรียนหนังสือคะแนนสูงไม่พอที่จะเข้าคณะอื่นในมหาวิทยาลัย

ท่านครับ คอมพิวเตอร์นี่แหละจะช่วยให้ท่านไปถึงมาตรฐานการศึกษาพื้นฐานที่ท่านต้องการ ถ้าท่านบอกว่ารัฐไม่พร้อมด้านการเงินที่จะส่งเสริมการใช้เทคโนโลยีในการศึกษา ผมก็อยากถามว่ามีอะไรอย่างอื่นอีกบ้างที่สำคัญเท่ากับการศึกษาและคู่ควรที่รัฐจะทุ่มเงินสนับสนุนทุกทาง อย่าบอกผมว่าหวยบนดินนะครับ

เฮ้อ นี่แสดงว่าท่านไม่ได้ทำการบ้านเลย คอมพิวเตอร์ที่ผลิตภายใต้โครงการ OLPC ออกแบบมาพิเศษเพื่อใช้ในถิ่นทุรกันดารครับ นี่ไม่ใช่คอมพิวเตอร์กินไฟมากอย่างที่เด็กเมืองกรุงเขาใช้กัน ใช้กระแสไฟฟ้าจากพลังแสงแดดหรือจากการไขลานยังได้เลย โครงการนี้ไม่ใช่โครงการ high technology ครับ แต่เป็นโครงการ appropriate technology ใช้ทรัพยากรที่มีอยู่อย่างประหยัด สอดคล้องกับหลักเศรษฐกิจพอเพียงพอดี

ผมว่าท่านลองไปศึกษาเกี่ยวกับโครงการนี้อีกทีดีไหมครับ ไปที่เว็บไซท์ของโครงการเลยก็ได้ เขาอธิบายอย่างละเอียดว่าคอมฯ ในโครงการเป็นอย่างไร ข้อได้เปรียบมีอะไรบ้าง

ถ้าท่านไปเว็บไซท์นั้นไม่ได้เพราะใช้อินเตอร์เน็ตไม่เป็น ผมก็จะได้ถึงบางอ้อว่าทำไมท่านถึงไม่เห็นคุณค่าของโครงการนี้

แต่ถ้าท่านใช้เป็น ผมก็อยากขอร้องว่าอย่าให้เด็กตาดำๆ ตกเป็นเหยื่อการคิดบัญชีทางการเมืองเลยครับ

Wijit: High technology can be a 'liability'

The Education Ministry has axed the ousted Thaksin Shinawatra administration's three pet projects, with a combined value of more than 10 billion baht, claiming that they were intended to win political support. Education Minister Wijit Srisa-arn said yesterday that the three schemes have been left out of the 2007 fiscal budget plan as they have little to do with improving the quality of education.

The three schemes are the one-notebook-per-child programme aimed at providing a cheap notebook computer for all primary school children, the distribution of 250,000 computer units and installation of a high-speed internet service at every primary and secondary school, and the essay competition scholarship funded by the two and three-digit lottery sale.

The computer and Internet access scheme would have cost 8.6 billion baht while the cost of the three-year scholarship scheme, which ends this year, was estimated at two billion baht.

As for the scholarship scheme, he said the state should instead help students through increasing subsidies for the 12-year free education.

Mr Wijit said the ministry is considering whether or not to scrap the planned 500,000 scholarships worth 2.8 billion baht for needy students, slated to begin next March.

The special scholarship was introduced to help deprived parents following rising fuel costs.

It was to be financed by proceeds from the two and three-digit lottery.

School administrators welcomed the decision, saying the scrapped schemes had no educational merits.

Prachum Nimnoo, director of the state-run Ban Pong Nok school in Chiang Mai, said the populist projects, if implemented, would cause trouble for state officials.

''They involve more political gains and financial interests than educational benefits. State officials are forced to get involved and find themselves in trouble,'' he said.

Khammool Paengsawat, director of Seka school in Nong Khai, said teachers and school administrators are not upset with the scrapping of the schemes.

He said the school wants the ministry to invest in improving the efficiency of teachers and education staff.

''Moreover, we know that most of the education personnel are not ready to manage or use technology,'' he said.

According to Mr Khammool, several computer units at Nong Khai schools have been left untouched.

During the five years when Mr Thaksin was in power, his government was criticised for allegedly using those educational projects to win support for his Thai Rak Thai party.
